Major US public infrastructure projects have historically experienced unacceptable degrees of fraud and corruption. Bad actors target these projects because of the large dollar amounts involved, and find ways to take advantage of the often complicated procurement and operational processes. Historical illicit behavior includes influencing bid specifications and selection criteria to benefit non-qualified bidders, false invoice submission, undisclosed (and inferior) materials switching etc.

C4I champions infrastructure-related policies, procedures, and tools that promote overall project integrity, and reduce corruption and fraud risk through appropriate oversight, transparency and accountability. In 2021, we produced the Oversight of Infrastructure Spending report – providing detailed anti-corruption recommendations for then-pending Biden Administration legislative proposals. We are now preparing an update to the original report, which will also include consideration of certain overseas infrastructure projects and issues.
